Intellect Government Systems, LLC (IGS) was co-founded in 2003 in Austin, Texas, by Stuart S. Grifel and John A. Warren. The company was formed on the basis of Stuart Grifel's vision and belief that local governments need a set of performance measurement tools to help them manage limited resources. Mr. Grifel believes that government should be accountable to its citizenry and the efficient management of resources can attain this goal.
John Warren's technology and government consulting experience enabled Intellect Government Systems, LLC to develop a practical and user friendly software solution, namely G-TRACS©, which is the cornerstone product of the company.

STUART S. GRIFEL
Founder/Managing Partner
Stuart S. Grifel is a co-founder and co-managing partner of Intellect Government Systems LLC. Stuart has over 25 years of experience in government performance measurement, operations review, performance auditing, and productivity improvement. He is well known throughout the United States as a subject matter expert in local government performance measurement.
Stuart served as an associate Director for the National Center for Public Productivity at Rutgers University also worked as a Senior Consultant for KPMG Peat Marwick on projects to measure public services and help improve their efficiency and effectiveness. For the City of Tampa and also Polk County, Florida, he held a variety of positions involving measurement and improvement of public services.
Stuart has an MBA from Suffolk University, Boston Massachusetts and an MPA from Baruch College, City University of New York, New York and holds both a Certified Government Auditing Professional (CGAP) and a Certified Internal Auditor (CIA) designation.
Stuart is the recipient of the 2009 Harry Hatry distinguished Performance Measurement Award from the American Society for Public Administration. The award goes annually to an individual whose teaching, education, training and consultation in performance measurement made a significant contribution to the practice of public administration.
Published Works
Stuart co-authored the book, “Auditor Roles in Government Performance Measurement: A Guide to Exemplary Practices at the Local, State and Provincial Levels” (Institute of Internal Auditors, 2004). His other publications include: “21st Century Community Focus: Better Results by Linking Citizens, Government and Performance Measurement” (Public Management 1999); “Organizational Culture, Its Importance in Performance Measurement” (Public Management 1994); “Performance Measurement and Budgetary Decision Making” (Public Productivity and Management Review 1994). He contributed to “A Practical Guide for Measuring Program Efficiency and Effectiveness in Local Government" (Innovation Groups, 1992).
JOHN A. WARREN
Founder/Managing Partner
John A. Warren is a co-founder and co-managing partner of Intellect Government Systems, LLC. He has over 20 years of experience in both designing and deploying web-based software solutions and managing business operations. His expertise crosses many industries and lines of business including finance, technology, telecommunications, manufacturing, construction, and government. John has a proven track of leadership and has created effective teams in both startup organizations and Global Fortune 500 companies. He has designed, implemented and provided mission critical systems at Power Computing Corporation, Dell Computer, KPMG Peat Marwick, and Texas State University .He has been an innovator of software solutions, and collaborated on various program platforms for both state and local government clients.
John has a BBA and MBA from St. Edwards University in Austin, Texas.
